A Pentax Optio WP is a water-proof camera, so the photo could have been taken underwater. But, it also looks a little bit like a piece of ice with bubbles and the shot taken through the ice (me thinking it’s ice because it’s cold where I am!). =)
I’d say it’s upside down, it’s water, there’s no ice (or anything solid) on top, but there seems to be some kind of oily (or soapy?) pellicle on top that prevents the water skin from breaking, thus forming the bubbles.

The camera is underwater looking up to the water’s surface. The big bubbles are the bottom of air bubbles on the surface. The little bubbles (top left of the frame) are rising underwater.
