wait! Maybe the Emperor is behind all this, and contracted Lego to make this puzzle and eventually find free skilled constructors to finish his station… !

Good Lord, that must have cost about $100. I’ve got 3 half-gallon ice cream buckets of Legos back home in Iowa from when I was a kid. When I pass through a toy store these days (rare), I’m always shocked at how expensive Lego sets are.
The whole idea of a Lego set depicting something that is unfinished is fantastic. 🙂
Someone w/ too much time on their hands ought to do the same thing with the Freedom Tower here in NYC. As the real thing goes up, he/she snaps a pic of their own under-construction Lego model of it, and post it. (I.e., this would make the lucky individual just as active in the real building process as poor Daniel Libeskind will be!)

With a few hundred more pieces, perhaps you could also use this kit to make a Lego Borg Cube.
