Is an aquarium, hot tub or swimming pool relative to the photo? It almost looks like a silhouette of a fish looking at the camera (if you hold your tongue right). But that doesn’t take into account the distance to the object being 174 ft. Is that part of the EXIF wrong or am I making a wrong assumption based on that?
A swimming pool vacuum cleaning up sediment that was in your pool? (Trying to incorporate a "tube" into the answer)
I guess that rules out the pool the turtle is in at the top right hand corner of this page.
Could it be as simple as a light stick (tube) being "spun" around in a 2 second exposure?

I am twirling a green glow stick around like a cheerleader with a baton. The black area is my hand.
I guess that is pretty simple, compared to "cherenkov radiation in a reactor cooling pool" =)

I think it was 1.73 feet. Maybe there was a missing decimal point. NASA has done worse. =)
It was an indoor shot, so if the sensor was at all accurate, it would have read 20 feet or so, if it missed me and caught the back wall.
I wonder what the cameras focus on when they can’t get enough light.. It could be they settle on infinity.

"Was not is" is an interesting way to describe motion. Refering to Alieness’s clue where you highlighted was and is. A very interestingly uniform color and brightness for such a random motion!
Oh, By the way, perfect amount of hint support.. We would have been lost without it, but plenty of brain power neccessary still.
