Rational of the sign:
considering that presumably everyone has been taught by their parents and other adults to never touch electricity, few people would actually think of touching an electric wire in a subway. I expect that a fine would be for those who venture too close.
Humour of the sign:
considering that everyone loves a good laugh, it does not really matter if the sign is real or fake. Would you question the logic or veracity of what you would see or read in a comic strip? The point of posting the photo of this sign is to make us laugh.
I am the 29465th person to get a good laugh!

An amusing (if slightly sad) look at how PC this crazy world has become in the past few years. Unfortunately we only have ourselves to blame for sueing everyone in sight for what used to be called "an accident"
